I go back to the naked steamvr grey background while still being able to hear the audio. The window for Fallout is unresponsive and has to be terminated via task manager.

PS EDIT: If you are still experiencing issues. Try this .ini change. It will lower the games visual quality, but the game is still immensely fun.
Fallout 3 doesnt support VR. You could play it on a simulated screen in 3D with VorpX though. U need a quality usb cable approx 15 feet. Don't need the Meta branded one. Fallout 4 has a vr mod but 3 does not afik. You would need vorpx to make it work in vr which isn't a free tool. Solution is in the comments below.
